‘Full Monty’ on Budget Is Urged

The federal budget cannot be considered balanced as long as surplus Social Security funds are used to offset the deficit, several advocacy groups said. “It’s time for a budget ‘Full Monty,’ ” said Sen. Byron L. Dorgan (D-N.D.), referring to the hit movie about unlikely male strippers. The extra Social Security funds were a planned surplus, designed to allay the strains on the system as baby boomers retire, Dorgan told a news conference, where he was joined by budget-watchdog groups.
