Board Selects Irvine Firm for El Toro ERI

In an unusual show of unanimity, Orange County supervisors Tuesday approved the selection of an Irvine firm to begin the final environmental impact report for the proposed El Toro airport.
LSA Associates also would examine the nonaviation Millennium Plan, which turns the 4,700-acre Marine Corps Air Station into a park and residential and business complex.
County officials and LSA first must negotiate a contract, which is expected to be brought to the board by the end of the month for approval.
The Marines are scheduled to leave the base next summer and turn it over to the county soon after. The environmental report should be completed by the fall of 1999.
