Decision Pending on New-Homes Tax

The City Council tonight must decide whether to extend an emergency ordinance requiring a special tax on new homes to pay for school construction.
Last month, as a means of raising money to alleviate crowding in local schools, the council adopted a 30-day ordinance that required developers to create a Mello-Roos Community Facility District for any new housing.
At most, the ordinance could be extended for 10 months and 15 days.
Meanwhile, the Planning Department is conducting a study to determine the best solution to raise funds for schools.
The Capistrano Unified School District already has seven Mello-Roos districts.
The schools also receive developer fees, levied on new homes, to pay for school construction. But such fees have not kept pace with the county’s fastest-growing school district, where student enrollment increases 7% a year.
The meeting will begin at 7 p.m. at 32400 Paseo Adelanto.
