The City Council on Monday unanimously approved the first reading of an ordinance that would ban self-service cigarette racks and shelves in local businesses. If approved on its second reading, scheduled for the Aug. 16 council meeting, the ordinance will go into effect Sept. 15, City Clerk Sharie Apodaca said.
