* Charlotte Russe Holding Inc., a San Diego-based clothing retailer that caters to female shoppers ages 15 to 35, plans an initial public offering that could raise as much as $46 million, as the company seeks to raise money to repay debt as it carries out expansion plans. The company operated 85 stores under the Charlotte Russe and Rampage names in shopping malls in California and 11 other states at the end of June. Its plans call for it to have 96 stores by Sept. 25 and to open 30 stores in fiscal 2000, its filing with the Securities and Exchange Commission said.
