The City Council, acting as the Redevelopment Agency, recently decided to exclusively negotiate with Catellus Residential Group Inc. on its plans to develop a 13.5-acre transit village at the southwest corner of Dale Street and Malvern Avenue. The city is negotiating with the Orange County Flood Control District for the land, on which the city plans to build 90 affordable homes and a transit facility with parking. The southern edge of the property is bounded by railroad tracks.
