The City Council recently appointed 22 members to an Empowerment Zone board of directors, a panel that will decide how to allocate up to $100 million in federal money in 10 years. Council members also approved the distribution of $1.8 million in first-year zone money, with $997,500 going to expand the Delhi Park and Community Center.
