The Planning Commission will meet tonight to consider a General Plan amendment to allow the development of 49 homes at Capistrano by the Beach. The project, submitted by Pacific Holdings Inc., also would require a rezoning of the 25-acre property. The commission meets at 7 p.m. in council chambers, 33282 Golden Lantern.
