Mayor Juan Garcia recognized a La Habra volunteer for removing graffiti during the last 10 years. Mark Handler, who launched graffiti-removal programs around the city, was awarded a plaque at Monday night’s City Council meeting as he announced his resignation as the coordinator for the programs he organized.
