The Irvine manufacturer of specialty health care products reported fourth-quarter net income of $7.5 million, or 53 cents a share, down 51% from the $15.2 million, or $1.01 a share, a year ago. Operating income increased 88% to $12.4 million. Revenue for the quarter ended Oct. 31 rose 11% to $45.2 million. For the 1999 fiscal year, net income declined 37% to $25.1 million, or $1.75 a share, from $39.8 million, or $2.61 a share, for the prior year. Operating income gained 31% to $38.8 million. Revenue increased 12% to $165.3 million.
