Three new planning commissioners--Carol A. Bonner, Dennis J. Papilion and E. Dorothy Prohaska--were sworn in Tuesday. Bonner is a former San Clemente Community Relations Officer and community volunteer. Prohaska is a San Clemente High School social science teacher and a mortgage broker. Papilion is the director of natural resources and planning for Psomas & Associates in Costa Mesa. All three are city residents.
