The Planning Commission this week approved plans to build a day care facility on Avila Road east of La Paz Road. Tutor Time’s center, which will accommodate 218 children 6 weeks to 5 years old, will include a 12,000-square-foot building and an 18,000-square-foot outdoor playground, said Planning Commission member John Morgan.
