Mayor Susan Withrow was selected this week to chair the seven-city coalition opposed to a commercial airport at El Toro. The El Toro Reuse Planning Authority plans to draft a countywide initiative for the 2000 ballot that would prohibit airports, landfills or jails without voter approval.
