Oberthur Promotes COO to President, CEO

* Philippe Tartavull has been named president and chief executive of Los Angeles-based Oberthur Smart Cards USA. The former chief operating officer of Oberthur took the reins from Kirk Hyde, who had been CEO for 19 years. Tartavull was the president and CEO of SYSECA, a subsidiary of Thompson CSF, for six years before joining Oberthur.
* Terrence D. Sullivan was named chief financial officer of Los Angeles advertising agency DavisElen. Along with managing the agency’s financial affairs, Sullivan will be responsible for human resources, office services divisions and management information systems. Sullivan comes to DavisElen after two years as director of finance for TicketMaster Publications.
* Coastcast Corp., a Rancho Dominguez-based manufacturer of golf club heads, said it has appointed four managers to be vice presidents. Larry J. Cornelius will serve as vice president of titanium casting; Lawrence Osborn, vice president of Mexicali finishing; Todd L. Smith, vice president of operations; and Roberto Roman, vice president of human resources. Coastcast produces metal woods, irons and putters for companies such as Callaway, Titleist and Wilson.
