Police Capt. Gary Hicken is calling the 30-day limit on hotel and motel stays the single most effective ordinance in ridding the city of crime. The 1996 law says guests can stay for 30 days but will be illegal tenants after that. Hicken, who made his report during a City Council study session Tuesday, says the ordinance has reduced drug sales and prostitution in the city.
