A proposal to impose a moratorium on building in westside commercial and industrial zones failed to get support from a majority of the Planning Commission this week. The 3-2 commission vote comes as the City Council studies revitalization efforts for the area--bounded roughly by the Santa Ana River to the west, Harbor Boulevard to the east, Wilson Street to the north and city limits to the south. Currently, the area is an awkward mix of residential, commercial and industrial uses.
