A local water reclamation treatment plant was recently recognized as the Treatment Plant of the Year for its top-notch maintenance and safety programs, effluent quality, record keeping and appearance, officials said. Santa Margarita Water District’s Chiquita Water Treatment Plant received the award from the California Water Environment Assn. The plant serves communities in the city through a system of pipelines and is known for its carefully monitored treatment of waste water, officials said.
