To bring peace and self-determination to the Kosovo province of Serbia, the Clinton administration is going to: Wage war on a sovereign country, Yugoslavia, officially recognized by the U.S. Occupy a portion of that country, Kosovo, with U.S. ground troops. Suppress the Kosovo independence movement but offer them limited autonomy. All of this without the approval of our elected representatives in the U.S. Congress! Brilliant policy, just brilliant.
