Representatives with member cities of the El Toro Reuse Planning Authority last week heard a proposal to grant Laguna Woods a special introductory membership rate. The plan calls for the city to make monthly payments of $10,000 for the first six months and then $15,000 for next six months.
After the first year, the city would have to negotiate a new contract that may require upward of $300,000 annually in membership dues. The representatives now will take the proposal back to each member city for consideration.
