The City Council is set to vote tonight on whether to issue a newsletter to residents and business owners this month or in June on likely effects of the proposed commercial airport at the El Toro military base. Councilwoman Cathryn DeYoung, who proposed the newsletter, said it would keep the public informed of the county’s plans and would counter statements made in a recent county mailer. She is recommending that the council seek bids for printing and mailing the publication and hire Waters & Faubel--public relations consultants for the El Toro Reuse Planning Authority, which is fighting the airport--to manage and design the newsletter. The estimated cost is $26,000.
