A staff report urges the City Council to oppose a proposed ballot initiative that aims to keep an airport from being built at the El Toro Marine base. Called the Safe and Healthy Communities Initiative, the measure would require two-thirds of the county’s voters to approve the building or expansion of airports, large jails or hazardous waste landfills.
Airport opponents have not yet gathered the signatures to place the measure on the March 2000 ballot. Los Alamitos is among the cities that support the airport.
