* The U.S. Postal Service has given Santa Monica-based Stamps.com the OK to begin the final phase of testing for its Internet-based postage service, the company is expected to announce today. Stamps.com will recruit 1,000 home-based small businesses in California and the Washington, D.C., area to test its service, which allows customers to print postage directly onto envelopes using free software that is available on the Stamps.com Web site (https://www.stamps.com). The company expects to launch its service this summer.
