The City Council tonight is scheduled to discuss plans for a New Year’s fireworks celebration to mark the end of the millennium. The council also will be asked to approve alcohol sales on a portion of the municipal pier for the festivities. The council meets at 7 p.m. in chambers, 100 Avenida Presidio.
