Arms Expert Held on Spying Charge

Security officials have arrested a leading Russian nuclear arms expert on suspicion of spying, the Interfax news agency reported in Moscow, citing sources in the Federal Security Service. The expert was identified as Igor V. Sutyagin, who heads the military and technical studies section at Moscow’s USA-Canada Institute. A security service spokesman said Sutyagin is accused of treason, a catchall that covers spying. The day Sutyagin was arrested, officers from the security agency also searched the apartment of Josh Handler, an American PhD student from Princeton University who worked at the institute. Handler had said he sometimes shared an office with Sutyagin. He has since left Russia, according to colleagues at the institute.
