The executive director of the North American Securities Administrators Assn., the trade group of state securities regulators, is resigning after just a year on the job. Philip A. Feigin, 50, will leave by the end of the year to practice law in Colorado, where he had been state securities commissioner for 10 years. A search committee will be appointed to find a successor.
