Empty Prison

The Oct. 14 editorial calling for action to relieve overcrowding in California prisons failed to mention an important factor that could begin to address this problem. A brand-new, 2,300-bed prison built without a dime of taxpayer money (and at a much lower cost than planned state prisons) stands empty and waiting for inmates in California City.
