Litter Problem

* In touring the California freeways for the last 100,000 miles, I have been disturbed by the sight of tons of garbage and abandoned tires, rims and hubcaps all along our freeways.
These especially are stacked up near the center dividers. Now I see pictures of the Santa Ana River littered with rubbish on its way to the ocean to contaminate our beaches.
With California releasing criminals from jails prematurely because of overcrowding, can’t we use these convicts who are being supported by the working-class citizens to pick up trash from our freeways and waterways?
