The City Council has awarded a 15-year franchise contract to Southern California Water Co., which will be responsible for laying pipes and supplying water to the city. With the franchise, city officials have set new minimum repair standards for businesses that must cut into city streets. In addition, city officials have the ability to set standards for each project.
