The College Park East Neighborhood Assn. is hosting a Halloween festival at Heather Park from 1 to 4 p.m. Sunday. Several contests for children, including pumpkin decorating, doughnut eating and diving for nickels will be featured at the free event. The park is at Lampson Avenue and Heather Street.
