* The number of Americans filing new applications for state unemployment benefits declined by 18,000 last week to 308,000, the lowest level since early August, the Labor Department said. The four-week moving average of claims, which smooths out week-to-week volatility, also fell last week to 315,750, the lowest level since Aug. 26, when it stood at 313,000.
