* Cmdr. Scott Waddle has been exemplary in his conduct as the fall guy, and his so-called punishment is more than enough (“Sub Skipper Is Forced Into Retirement, “ April 24). However, his saying “sorry” too many times gives the wrong message to the Japanese. The Japanese didn’t really apologize to millions of us who avenged Pearl Harbor and contributed years of our lives to preserve our nation.
