Creating the Energy to Finance Conservation

Re S. David Freeman’s “One Way to Keep the ‘Big Boys’ Honest,” Commentary, Aug. 24: I had read that before we were gouged by generators of electricity, renewable sources (wind and solar) had supplied 25% of the state’s energy. Gov. Gray Davis wants renewable sources to supply 17% now.
Are we so tied up in long-term contracts that we are actually reducing the call for renewable sources?
Isn’t this a time for bold moves, such as incentives for new private construction and public buildings to install solar, making solar a primary energy source?

Freeman’s justification for yet more government control of California’s energy is simply more central-planning blather. In light of the fiasco Davis has created this year, one must ask: Quis Custodiet Custodes? (Who is guarding the guardians?)
