California Budget

* Your editorial, “Budgeting for Reality” (Jan. 11), described Gov. Gray Davis’ California budget as “responsible” and “conservative.” Since state spending has increased 37% since Davis took office two years ago, I would suggest this is prima facie evidence that the budget is neither responsible nor conservative. Please explain your conclusion.
