Japan, North Korea Focus on Nuclear Issues

A Japanese envoy at talks with North Korea on opening diplomatic relations said Pyongyang must settle an international dispute over its nuclear programs before Tokyo will form official ties.
Diplomats from the two sides were focusing on North Korea’s nuclear and missile programs as the talks entered a fourth day at a Beijing hotel. They earlier discussed North Korea’s abduction of Japanese citizens and possible Japanese compensation for its 1910-1945 colonial rule over the Korean peninsula.
