MWD Passes on Mayor’s Choice for Director

Despite intense lobbying by Mayor Antonio Villaraigosa, directors of the Metropolitan Water District voted Tuesday to offer the agency’s top job to its general counsel, Jeffrey Kightlinger, according to sources familiar with the decision.
MWD officials declined to publicly disclose the outcome of the vote until a contract is negotiated. But the sources said former Assemblyman Richard Katz, Villaraigosa’s choice for chief executive of the agency, came in second to Kightlinger.
