Re “Dowie, Aide Guilty on All Counts in Bill Scam,” May 17
Maybe it’s just me, but does anyone know why the L.A. Department of Water and Power -- which has a captive client base and is constantly threatening rationing when its supplies periodically shrink -- has an annual $3-million public relations budget? I acknowledge that most public entities have a long history of rewarding campaign contributors with “do-nothing” contracts, but couldn’t the city reduce this contract by, say, 50%, and save taxpayers $1.5 million annually? Just wondering.
