Israel was not the aggressor

Re “Israeli forces kill 6 in Gaza Strip raids,” Aug. 15
The headline makes Israel sound like the aggressor. Not until the article’s eighth paragraph is it stated that the raid was in response to the daily attack of Kassam rockets, which are aimed at Israeli civilians. Does labeling the rockets as “crude” somehow make them less lethal to their victims? Perhaps the headline should have read, “Gaza militants fire rockets into Israel; Israeli forces kill 6 in raid.”
I wonder how The Times would report the story if the U.S. bordered a territory from which daily rocket attacks were launched. How would the public react? I suspect we would all demand that our government and its military put a stop to such attacks by all means necessary.
