Court reverses ruling on children’s mental care

The U.S. 9th Circuit Court of Appeals on Friday reversed a Los Angeles federal judge’s injunction that had required California to provide foster children with more intensive mental health services.
The order was issued last year by U.S. District Judge A. Howard Matz, who found that many foster children were not receiving medically necessary services. The appeals court did not take issue with that but ruled Matz had erred in deciding how the state must provide the services, a lawyer for the plaintiffs said.
