The school board on Tuesday named Richard L. Miller as the new superintendent of the Riverside Unified School District. He is expected to begin his post at the 43,400-student district early next year. Miller, who has worked in education for 37 years, is chief of the Oxnard School District. He replaces Susan J. Rainey, who retired in July after 10 years as superintendent.
