Telecom giant AT&T recently won landmark legislation allowing it into the cable TV business. It spent $4.15 million — more than any other interest group — lobbying lawmakers as they were preparing to vote. The company has spent a total $22.8 million lobbying in Sacramento this year. —Dan Morain
