Editorial: The Times’ L.A. city election ballot endorsements

Voters in Los Angeles head to the polls Tuesday to answer a crucial question for local democracy: Should the city and the Los Angeles Unified School District, in an effort to increase voter participation, move their elections from March and May of odd-numbered years to June and November of even-numbered years to coincide with gubernatorial and presidential elections? Charter Amendment 1 reschedules city elections, and Charter Amendment 2 affects school board elections. Both must pass with majority support for the changes to take effect.

Also on the ballot are city, school board and community college district races. Candidates for the City Council and the Board of Education will win office outright if they receive more than 50% of the vote Tuesday. For each race in which there is no such winner, there will be a runoff between the top two candidates on May 19. The Community College District Board of Trustees eliminated runoffs; the highest vote-getter wins Tuesday.
